Seems paywalled, which seems reasonable, assuming it's something new under the sun. The something new under the sun that I'm hoping to find is some organization other than Google or Microsoft actually crawling the web and building their own database. That would be well worth paying for. Is that what Meta-ger is, or is it yet another meta-search engine?

It has been around since 1996 which is longer than Google exists. It is, as the name suggest, also a Meta Search Engine but they run their own crawlers too. You can even become a member and partake in decision making - it is a German e.V. like Codeberg for example.
And yes, it is for pay. Servers have to be payed and since you're not the product that is sold, search is not "free".
